MEMPHIS, Tenn. - Tennessee law does not give renters a right to air conditioning. "Air conditioning is not considered an essential service under our state landlord-tenant law," explained Vanessa Bullock, director of special services for West Tennessee Legal Services. Electricity, heating, and gas are all considered essential services. However, renters do not have a right to cool air during the blazing hot summer months. "(These laws) were often based off of other states' laws," Bullock explained.

MEMPHIS, Tenn. - The Tennessee Valley Authority is asking all customers to voluntarily reduce power during the intense heatwave. "It is very humid," said Denise Johnson, a Midtown resident. "It's very warm."For every degree that a customer raises their thermostat, Tennessee Valley Authority spokesman Scott Fiedler said customers can save 3% on their utility bill."We want you to save money and also help the power grid out," Fiedler said.

"You are going to notice the difference when you fill up your car this week compared to last week," said Stephanie Milani, AAA spokeswoman. "I commute through the city for my job every day," said Dedriene Rogers, a North Memphis resident.

MEMPHIS, Tenn. - In the past 24 hours, FOX13 has heard dozens of reports of 'outstanding ticket' scams in the Mid-South. "I know it's no truth to it," explained Tasha Smith, who received the text. "I'm not responding. I haven't clicked on it."The message reportedly comes from the Tennessee Department of Vehicles (DMV), which does not exist. It warns of an outstanding traffic ticket, threatening to suspend a person's driving privileges.

MEMPHIS, Tenn.- As the Memphis City Council works to finalize its budget, some are proposing steep cuts to the Memphis Area Transit Authority. "It's vital to so many in our community," said Memphis City Councilwoman Jerri Green on Thursday. "But at the same time, we can't keep releasing blank checks without understanding where it's being spent."Instead of giving $30 million to MATA, she proposes giving $15 million initially.
