1. IntroductionSince the promulgation of the Environmental Protection Law of the People’s Republic of China (Trial) in 1979, China’s environmental governance has undergone a transformation from command and control to market incentive, accumulating rich experience. However, due to incomplete environmental information and the negative externalities of pollution, the government-led governance model suffers from “government failure” and “market failure” issues.
