    WATERBURY – The Edward Farrar Utility District recently was recognized as having some of the best-tasting water in Vermont, while its annual meeting and election captured the attention of only a handful of its residents. After a surge in interest in 2024, the May 14 EFUD annual election and meeting returned to its typical turnout with just 28 voters casting ballots and fewer than 10 district residents attending its in-person annual meeting.

    EFUD Commission Chair P. Howard “Skip” Flanders served as moderator for the meeting. He spoke to salute Waterbury Public Works Director Bill Woodruff whose role includes supervision of the municipal water and wastewater operations. The 2024 EFUD Annual Report is dedicated to Woodruff for his nearly 40 years of service with the village, town and utility district. Woodruff’s family members were in attendance as well. Woodruff then introduced and recognized district staffers.

    Work soon will be under way on a two-year $15.2 million resurfacing project along Interstate 89 southbound between Waterbury and Montpelier. The 10.5-mile project will rebuild both lanes and is expected to take both this construction season and next summer, with completion anticipated by Aug. 15, 2026, according to the Vermont Agency of Transportation.

    Summer road work is getting underway all around the region and Waterbury is no exception. Two projects are getting a start this week on Kneeland Flats and Perry Hill roads in Waterbury Center. On Thursday, May 15, a J.A. McDonald crew will be working on Kneeland Flats Road to prepare for paving in June. They will begin with milling the existing surface in the stretch between the intersections with Guptil Road and Ring Road, according to Public Works Director Bill Woodruff.

    Early voting in the district’s election is open now at the municipal offices during regular hours. On Wednesday, voting will be open from 7 a.m. to 7 p.m. at the municipal offices. All other items of business will be decided at the annual meeting, which will be held in person only at 7:30 p.m. in the Steele Community Room. The utility district oversees the operations of the Waterbury water and wastewater departments.
