But just like the one in the famous tale The Wizard of Oz, Treasurer Guy Barnett's "sensible pathway to surplus" appears almost fantastical, or at least extremely optimistic.     Tasmanian harness racing trainer Wayne Yole has been banned from housing or training horses at his Sidmouth property in northern Tasmania, following a multi-agency inspection of the stables. Tasracing issued the trainer with a notice imposing the condition on his licence on Monday. He has been given seven days to move the horses off the property.
