Syracuse University plans to borrow half a billion dollars to pay for a spate of new construction near campus, including three new dorms that will house thousands of students. The university requested $500 million in revenue bonds from the Onondaga Civic Development Corporation, a local benefits corporation that supports nonprofit projects, at a group meeting Tuesday. None of that money comes from taxpayers.
