The U.S. 4th Circuit Court of Appeals heard arguments Friday in the case of a Richmond man who contends Virginia’s system of restoring voting rights to convicted felons is unconstitutional. George Hawkins Jr. was 17 when he took part in a 2010 shooting in Richmond. He was sentenced to 15 years for aggravated malicious wounding, attempted murder and other charges.

The candidate trying to unseat Newport News’ longtime elected prosecutor contends the former assistant principal at Richneck Elementary School case was overcharged in the case of a 6-year-old student who shot his teacher during class. But Commonwealth’s Attorney Howard Gwynn says that a special grand jury — not his office — indicted the former administrator, and he stands by their decision.

Gov. Glenn Youngkin on Friday signed into law a bill to regulate Flock Safety cameras and other license plate readers. The new law sets the stage for a battle in the 2026 legislative session over whether the Flock cameras should be expanded to interstates, bridge-tunnels and other state-maintained roads. The measure, set to go into effect July 1, limits to 21 days how long police and sheriff’s offices can store Flock surveillance data before purgingit from their systems.

YORK COUNTY — After a car crash near the Yorktown waterfront on April 3, medics got one of the victims — a pregnant woman suffering grave injuries — into an ambulance. They performed CPR on the woman, Abigail Pedroza Navarro, 34, of Williamsburg, as they raced her to Riverside Regional Medical Center in Newport News, according to a criminal complaint filed in York-Poquoson General District Court.

A judge has granted a request by prosecutors to drop — at least temporarily — dozens of child neglect and abuse charges against a man found guilty last year of killing his 3-year-old son. Hampton prosecutors asked Circuit Court Judge James Hawks to let them drop the 30 counts against Cory J. Bigsby so that his children can continue with mental health counseling.
