PORTLAND, Ore. — Heavy precipitation is expected to return to northwest Oregon starting Wednesday and could stick around for a long time. For the mountains, that will mean a large fresh helping of snow, but in the Portland metro area and Willamette Valley, it just means a whole lot of rain. "Weather models actually show an active, colder and wetter than normal pattern continuing through the first 10 days of April with a number of weather fronts expected," said KGW meteorologist Rod Hill.

PORTLAND, Oregon — This year's winter outlook is based on a so-called cool-neutral cycle, or a weak La Niña. A La Niña is based on cooler than normal water temperatures near the equator off the coast of South America. A neutral cycle means water temperatures are near normal. While the National Oceanic and Atmospheric Administration has been projecting a La Niña winter, at the time of this forecast, La Niña has still not arrived but may do so during the month of November.
