A 19-year-old allegedly shot a person before allegedly breaking into a home and trying to steal a car a few hours later. Francois Parker, of Iowa City, was arrested Tuesday, May 27 on five felony charges, including second-degree burglary, willful injury causing serious injury, trafficking a stolen weapon used in a crime, intimidation with a dangerous weapon intended to injure or provoke fear and going armed with intent.
