A carbon dioxide pipeline company won its bid on Thursday to invalidate two Iowa counties’ ordinances regulating pipelines after the Eighth Circuit affirmed the local rules were preempted by federal law. The different elements of the ordinances deal with safety standards, which are already covered by the Pipeline Safety Act, the US Court of Appeals for the Eighth Circuit said.

Environmental groups and fisheries challenged the Interior Department’s decision to resurrect Equinor ASA’s Empire Wind 1 project off the New York and New Jersey coasts. The reversal of the April presidential stop work order on the offshore wind project was an “extraordinary and unprecedented turnabout” that “violated the Administrative Procedure Act,” according to the complaint filed Tuesday in the US District Court for the District of New Jersey.

A Transportation Department agency indicated Tuesday it’s looking to cut back on pipeline safety rules in order to comply with President Donald Trump’s executive orders promoting fossil fuel resources and deregulation. The Pipeline and Hazardous Materials Safety Administration issued two advanced notices of proposed rulemaking asking for public comments on whether requirements for pipeline safety and hazardous materials should be repealed or amended.

President Donald Trump on Monday formally sent his pick to Congress to replace FERC Chair Mark Christie, choosing Laura Swett from Vinson & Elkins LLP. Swett’s areas of practice at the law firm are federal and state energy and regulatory litigation. She has represented pipelines and electric power companies before the Federal Energy Regulatory Commission. The composition of FERC is closely watched as the Trump administration pushes for more fossil fuel use in order to meet increasing energy demand.
