Cates is the latest in a string of restricted free agents the Flyers have reupped. Phillies first baseman Bryce Harper will miss his third straight game after being hit by a pitch in his right elbow Tuesday. Harper spoke for the first time Friday since the injury and said he hasn't swung a bat since and isn't sure if he'll land on the injured list. Harper, 32, said his right elbow is "still super sore" after Braves starting pitcher Spencer Strider hit him with a 95.6 mph fastball in the first inning of Philadelphia's 2-0 win over Atlanta.
