Yup - the growth in the new tech is good... but if it's not matched by an equivalent fall in the old tech, then the benefits (in terms of cleaner climate, etc) won't be realised. Likewise (albeit less likely), a fall in legacy tech without the corresponding rise in new tech may help with cleaning the climate... or it may not (if it just means older tech is kept running longer).

Yes yes .... batterys are going to save our butts..... now and for the next 100years.... But how much does the USA need .... 300Gws for 8 hours or even 12 hours ..... How much pump hydro does the USA have now .... how much are they hoping to add over the next 10years.... So then the question is how much of a improvement batterys will make over the next 10years too .. And solar panels and wind turbines.... so much good tech is out there to add to the grid but they have to beat solar and wind first .....

This is a good debate. The DOE has the resources to make "informed announcements" but, I don't agree with this one. The CARB has been working on combustion particulate and it's sources since 1967. Their work with the Low Carbon Fuel Standard Credit market is useful here. Gasoline and diesel are high emissions intensity fuels and this label was born of decades of research. The air in Los Angeles in the 1960's was some of the worst in the world. As of today Los Angeles is the worst in the United States.
