The City of Houston on Wednesday took another step toward settling a years-long legal battle over its spending on streets and drainage, with city council unanimously approving a settlement with the plaintiffs. "I thank (the plaintiffs) for their deliberation, for bringing the attention that the drainage fee hasn’t been used for its stated purpose for years," Mayor John Whitmire said.
