Fred Brouwen, director of operations for the Pharr International Bridge, will be retiring after 28 years of outstanding and meritorious service to the City of Pharr. Fred began his career with the City of Pharr International Bridge on November 16, 1994, as a toll collector and was recognized as the toll collector who collected the first dollar when the bridge opened its doors.
