The men and women of the Veterans of Foreign Wars Post #478, alongside the Auxiliary in Binghamton come together to cross county lines. The groups rendezvous with the Candor American Legion Post #907 for the namesake tribute. “We do a flag and wreath presentation for Kelsey,” said Candor American Legion Commander Mack Riggs.
