    PHOENIX — Gov. Katie Hobbs is preparing for a possible courtroom battle to protect Arizona's water rights, with a legal defense fund that could total $1 million. "We need a signal that we're prepared to defend our water, and that's a strong signal," Hobbs told reporters May 13 at a gathering of water stakeholders.   The legal fund is expected to be part of the state budget.
