    The fifth annual North Carolina Plein Air Art Festival will return to New Bern Monday with eight days of art, workshops and music. Starting Monday, the New Bern Farmers Market, at 421 S. Front St., will be filled with 37 nationally and internationally acclaimed artists through Sunday.
