At about 6 p.m. April 23, a trooper tried to pull over a black Cadillac XTS for a traffic violation south on Mines Road. Laredo police conducted an operation that targeted multiple salvage vehicles parked in the downtown area. At about 9:30 p.m. April 25, authorities requested tow trucks and impounded 26 vehicles. A Mexican Mafia gang member led authorities on chase while transporting migrants, the Texas Department of Public Safety said on April 22. The case unfolded on April 14, when a red Dodge Ram led troopers on a high-speed pursuit on Interstate 35 in Webb County. With assistance from the U.S. Border Patrol, troopers arrested the driver.
