But now, it's figuring out how to pinch pennies after an executive order to eliminate funding for NPR and PBS was signed by President Trump last week. SPOKANE VALLEY, Wash. — The Central Valley School District School Board voted on Monday night to file a federal civil rights complaint against Washington State for what members say are conflicting policies on transgender student athletes participating in school sports. School board members say state guidelines on transgender student athletes directly go against federal directives and, no matter who the district sides with, funding for the school is put at risk.
