You might hear or hold one or even all of these points of view. While parish councils are in many respects an arcane oddity of English civil life, they are the foundation on which our system of local government is built.

That White Paper has provoked concerns about the erosion of local democracy and a potential centralisation of power – both things the White Paper claims to be aiming to improve. So where does the truth lie? It is fair to criticise the 85 pages of the White Paper.
