Police say Kalvin Taylor's body had lain in the flat for several days [Norfolk Police]Detectives have charged four people in connection with the fatal stabbing of a 19-year-old man. The teenager's body was found when officers were called to a ground floor flat on Lefroy Road in the Mile Cross area of Norwich at 22:40 BST on 21 September. On Saturday, Norfolk Police charged a 22-year-old man from London with offences including murder and being concerned in the supply of class A drugs.

HM Chief Inspector of Prisons has dubbed conditions at a Victorian jail as "some of the worst he has seen" in a scathing watchdog report. Charlie Taylor described a catalogue of problems at HMP Bedford as a "damning indictment of the state of prisons". Last year Mr Taylor called for the category B prison to be put into emergency measures. The Prison Service said "urgent action" was being taken to improve safety.
