NORTH EAST — There were tears at a candlelight vigil held Monday night in the memory of Nola Dinkins, the toddler whose mother has been charged with her murder. According to investigators, Dinkins, an emaciated 3-year-old, was beaten by her mother 15 to 20 times with a belt and then her lifeless body was put in a suitcase and left in a vacant field near the North East home of the mother’s boyfriend. Days after that news broke, the emotions among people who never knew the child were no less raw.

CONOWINGO — West Cecil Health Center will begin offering its primary, women’s health care and behavioral health care services from the Cecil County Health Department beginning June 30. The Federally Qualified Health Center, based in Conowingo with offices in Havre de Grace, Md. as well, had been bringing its mobile unit to Elkton for a year to the Cecil County HELP Center and will now operate out of the health department on Bow Street in Elkton.
