    PORTLAND, Ore. (KOIN) — About 70-80 protesters were seen outside the Portland Immigration and Customs Enforcement facility late Wednesday night. The gathering, which once again appeared to be setting up a barricade in front of the building, had grown in the past few hours. Around 10:45 p.m., the Portland Police Bureau said, via their PPB Event Messages X account, that they were about to make a “targeted arrest for a crime” amid the demonstrations.
