Preheat oven to 200°C (390°F). Add the potatoes to a large pan and top up with water to cover, and season with a pinch of salt. Bring to a boil and then reduce to a simmer and parboil for 10 minutes. Drain the potatoes in a colander and shake well to fluff up the edges. Allow them to steam for 5-10 minutes. Meanwhile, add the oil and vegan butter to a large baking tray and preheat in the oven for 5-10 minutes. Sprinkle semolina over the potatoes and gently shake until coated.
