DuBois City Council Discusses Ordinances, Gets Update on Pensions

At the March 10 public meeting, Linda Clark asked the City Council what they knew of the broken news that Gieg’s law license was suspended. Gieg’s suspension was postponed pending probation. Gieg was absent from the meeting. The City Council insisted they only recently learned of the issue and didn’t have a comment at the time. At a later meeting, Gieg admitted he had issues with impaired judgement but was taking steps towards recovery.

Consolidation Sub-committee Responds to Fire Study

The Consolidation Fire Subcommittee submitted their response, and alternative suggestions, to the fire study presented last month, March 2025. Concerns the Fire Subcommittee, FSC, had with the fire study as presented. The number of mistakes that made it into the final report raises concerns that the work was either rushed or not reviewed properly beforehand. The FSC estimates that on the lower end the costs of following the fire study’s recommendations are too costly.
DuBois City Council Discusses Multiple Items of Business

Interim Co-Manager Ben Kafferlin stated he’s been hearing the City has mostly been focused on the fire study. Kafferlin understood why residents would assume that. In response, Kafferlin listed tasks that are being done in the City of DuBois and Sandy Township. The list below is not the complete list. Meeting with the DCED and getting financial recommendations. The Pennsylvania Economic League is working on the tax structure.
Fire Study Offers Recommendations for Future of City of DuBois Department

DuBois- The DCED presented the completed fire study to the City Council of DuBois and Sandy Township Board of Supervisors Wednesday night. The presentation followed the public Joint Board and City Council meetings. The public was allowed to be present for it. No action was taken on the presentation Wednesday night. The Department of Community and Economic Development representatives stressed this was an independent study and purely a recommendation.
Sandy Supers Discuss Unified Meeting

This would work by having a single agenda that included all the items for the Joint Board, Sandy Township, and the City of DuBois. Whether the item was a consolidation, City, or Township line item would determine who needed to vote on it. If this change occurs it won’t be until after the primaries due to the mandatory advertising that would need to occur beforehand. Interim Co-manager Ben Kafferlin answered some questions on the lack of moving meetings to the Penn State DuBois auditorium.
DuBois Joint Board Meets

DuBois- In a unified meeting that combined the Consolidation Joint Board and City Council of DuBois, with a portion functioning similar to a work session for Sandy Township, the elected discussed taking action on recommendations based on the partial DCED fire study results previously presented. The full fire study would be presented after this meeting, but the new content was more long term recommendations. Sandy Township Supervisor Dave Whitaker attended via phone.

DuBois City Council Discusses Wastewater Plant Breakdown

The centrifuge separates the waste and the water in the wastewater. The dried waste is then sent to a landfill for disposal. The dryer the waste the more per truckload can be sent to the landfill. The water is sent downstream after chemical treatment. After having the manufacturer inspect the centrifuge, the conclusion is to continue shipping the waste to Ridgeway for the six to seven months before the new wastewater plant is completed.
DuBois City Council Discusses Small College World Series

Questions were raised, in light of budget concerns for the City, as in the previous year it was revealed to the public that there is a $20+ thousand-dollar fee paid to the Small College World Series to host the game series. Interim Co-Manager Lisa Hagberg said that Visit Clearfield has provided DuBois with a $20 thousand dollar grant to pay the fee. The City Council of DuBois voted to renew the agreement with Aquatic Environmental Consultants, Inc.
