The March 30 arrests of Dylan Davis, 33, and Anthony Malagon, 27, were not made public until Sheriff Jim Fryhoff addressed the matter two weeks later.     Ground zero for the City of Camarillo’s new initiative to provide permanent housing for the homeless is a city-owned lot on Arneill Road with a brake shop on one side, an oil and lube center on the other. The plan, in partnership with the nonprofit Project Hope, is to provide about 30 people living in motorhomes on a stretch of Pleasant Valley Road with a path to self-sufficiency. Many of the individuals are employed or receive benefits but cannot afford permanent housing.
