DALLAS — Two key bills prompted by WFAA’s investigation into unsafe and unregulated boarding homes received critical hearings today at the Texas Capitol. House Bill 2510, sponsored by Rep. Chris Turner, D-Arlington, would make it a criminal offense to operate an unlicensed assisted living facility. After passing the House, the bill was presented in the Senate by Sen. Lois Kolkhorst, who emphasized its aim to protect some of the state's most vulnerable residents.

DALLAS — South Second Avenue is unlike most South Dallas streets because, for a little more than a mile, there are no traffic lights. “It’s a freeway. It’s literally an expressway,” said South Dallas resident Jimmy Robinson. Although the speed limit is 30 miles per hour, Robinson says drivers always speed. “It’s frequent. There’s a lot of speed racing down through here,” Robinson said. Sunday evening, Robinson and his neighbor, Eldridge Cane, saw the worst happen.
