CHARLESTON — Each morning, Stacey Broughton parks at a metered spot near the downtown Charleston hotel where she works as the housekeeping supervisor. By 9 a.m., she stops what she's doing, leaves work and returns to her car to move it before the meter starts running. If she's lucky, there's a spot open beneath the HarbourView Inn on Vendue Range where she can park between guests checking in and out.

In 2021, Charleston passed an ordinance requiring permission from police for organized protests, with few exceptions. Nearly four years later, activists are calling for its repeal, saying the rule is unconstitutional and often used by police to suppress the First Amendment rights it claims to uphold.
