SIOUX FALLS S.D. (KELO) — A Sioux Falls man is behind bars accused of sex crimes. 47-year Bartolome Francisco is facing multiple counts of first and second degree rape. Court documents say the victim reported Francisco to her middle school counselor. The victim told police the crimes started when she was in the 4th grade. SIOUX FALLS, S.D. (KELO) — Nearly $10 million in FEMA grants will not be coming to South Dakota, because of a decision by Homeland Security Secretary Kristi Noem. The grants were part of a program called Building Resilient Infrastructure and Communities, or BRAC. Noem ended the program last month, calling it “wasteful” and “ineffective.” However, the FEMA website says the grants are for updating infrastructure and reducing the risk of future disasters.

Darrian Johnson is charged with first degree murder for the 2022 shooting death of 26-year-old Kaisean Tyler. On Thursday morning, witnesses began describing what they remember happening inside the Sioux Falls apartment building. The first witness called to the stand was the Metro Communications employee who oversees all recorded calls, including the 911 calls on the night of September 5th.

SIOUX FALLS, S.D. (KELO) — A convicted sex offender admits to grooming a 13-year-old Meade County girl and convincing her to move away with him. Wednesday, Sean Payne, 33, pleaded guilty to sexual exploitation of a minor, and bringing the girl across state lines for sex. KELOLAND News has been following this case since October. That’s when authorities arrested Payne in Wyoming. In the weeks leading up to his arrest, Payne admits to exchanging thousands of messages with the girl on Snapchat.
