    SIOUX FALLS, S.D. (KELO) — Some big changes are coming to downtown Sioux Falls. Beginning May 1, meters will be enforced six days a week, and that’s not all. A new city law will prevent pickups, vans and SUVs that are more than 18 feet long from parking on Phillips Avenue between ninth and 13th streets. “These 140 spaces will be restricted to shorter vehicles that increase traffic flow and prevent safety issues,” Sioux Falls parking manager Matt Nelson said.
