ST. JOSEPH, Mich.-- Roughly 30 parking payment machines were installed along Lake Boulevard and the rest of downtown St. Joseph, west of Main Street, on Wednesday. The city has implemented paid parking between May 15 and Sept. 15. It's a deeply unpopular program with St. Joseph locals, ABC57's Annie Kate reported, but especially business owners, who worry locals will avoid downtown this summer.

ST. JOSEPH COUNTY, Ind.-- St. Joseph County Assessor Michael Castellon held a town hall meeting Sunday with neighbors from the Stone Oaks Estates subdivision, just outside New Carlisle. "Anytime i see a neighborhood that has an exorbitant amount of appeals, it tells me there's something wrong," Castellon said. "People are understandably angry, Because their assessed values went up so high. So did mine," said County Councilmember Joe Thomas.

ABC57 brought you this story last year, when property taxes spiked in the Olive Township area. The neighbor interviewed then has since moved away from New Carlisle, saying he got priced out of his own neighborhood.

The Federal Emergency Management Agency (FEMA) requires all counties have a multi-hazard mitigation plan. "You put together this plan to identify what hazards you have that threaten your community, and how you can possibly mitigate that," said Al Kirsits, director of St. Joseph County EMA.

LINCOLN TOWNSHIP, Mich.-- Two hundred new apartment units could come to Lincoln Township just outside Stevensville. Southwest Michigan Regional Chamber President Arthur Havlicek said Berrien County has a shortage of all kinds of housing, particularly for what he calls the "missing middle.""That 'missing middle' is really for the folks that don't qualify for that lower-income housing, and can't afford that market-rate rent," he said.
