A Republican lawmaker who has said Wisconsin's land purchase program is on "life support" is floating a bill to keep it going for four more years. But it would provide less funding and require legislation for costly acquisitions under a new program. The bill brought by Rep. Tony Kurtz, R-Wonewoc, and Sen. Southern Wisconsin has been seeing some of the worst air quality in the nation Wednesday as smoke from Canadian wildfires continues to blanket much of the state. Milwaukee, Kenosha and Ozaukee counties all had "unhealthy" air quality ratings during the afternoon. Milwaukee resident Katie Kreutzmann first noticed a change in the air quality Tuesday. Enbridge’s proposed $1 billion Line 5 tunnel project would harm water and wetlands, according to a draft environmental review released Friday by the U.S. Army Corps of Engineers. But the study found most environmental effects would be short-lived. The agency said construction would include the release of about 20,000 gallons of drilling fluid and drawdown groundwater up to two feet in a small area surrounding the installation of a water intake pipe.
