    PARKERSBURG, W.Va. (WTAP) - Shortly before 8 a.m. this morning, crews responded to reports of black smoke coming from an apartment on Kemper Street. Parkersburg Police and Fire Departments both responded, as well as St. Joseph Ambulance Service. Not much is known about the cause of this fire. We will update you as we learn more.     BELPRE, Ohio (WTAP) - Shortly before 7 a.m. this morning, a vehicle struck a deer and was then hit by another vehicle. The crash happened on Ohio Route 7 between Farson Street and Braun Road. Three people were taken to the hospital with non-life-threatening injuries. Belpre Volunteer Fire Department, Belpre Police Department and the Ohio State Highway Patrol all responded to the scene.     BLENNERHASSETT, W.Va. (WTAP) - Between 3:00 and 3:30 a.m. today, a fire was reported on McCoy Lane off DuPont Road in Blennerhassett, West Virginia. No injuries have been reported.     PARKERSBURG, W.Va. (WTAP) - Shortly before 7 this morning, Parkersburg Fire Department responded to a structure fire on the 1100 block of 13th Street. The structure was an abandoned house. All utilities had been shut off. A power line was knocked down onto the fence of the house but was resolved within 15 minutes. No injuries have been reported. The fire is currently under investigation. Parkersburg Fire Department, Parkersburg Police Department and WVU Medicine Ambulance Services all responded.
