    The top San Francisco official in charge of the city’s most ambitious social equity programs resigned at the request of Mayor London Breed on Friday, a day after the Chronicle published an investigation into problematic spending by her department. Sheryl Davis, executive director of the San Francisco Human Rights Commission, will be replaced on an acting basis by Mawuli Tugbenyoh, formerly the deputy director for the city’s Department of Human Resources, Breed announced Friday.
