It turns out Mayor Daniel Lurie's administration got something of a head start on one of its top policy priorities: devising ways to reduce San Francisco's entrenched homelessness crisis. Crankstart, the local foundation started by billionaire venture capitalist Michael Moritz, on Tuesday celebrated the completion of a lengthy report that makes a series of recommendations to slash systemic barriers hindering the city's homeless response.
