An agreement to build a waterway allowing fish to swim freely past a dam on the lower Yuba River has moved forward as part of an initiative that also includes returning a threatened salmon species to another part of the watershed. Federal, state and local agencies have partnered on the potentially $100 million project and tout its goal of restoring access for a variety of fish species to parts of the river system walled off for more than a century.

An inmate is suspected of killing another incarcerated man Saturday morning at High Desert State Prison in Susanville. Prison officials recovered an “improvised weapon” from the scene and are investigating the incident in the prison yard as a homicide, according to a California Department of Corrections and Rehabilitation news release. Authorities said that inmate Rodger A. Brown allegedly attacked William J. Couste, 54, at about 10:20 a.m. Saturday.

Live horse racing will not take place at the California State Fair this year as Cal Expo and fair board officials voted to opt out of a contract with the fair’s harness racing operator. The decision to cancel harness racing at Cal Expo after the current season, which ends Friday, followed action taken last month to end live thoroughbred horse racing, a 170-year-old fair tradition. “This was an incredibly difficult decision,” said Tom Martinez, Cal Expo’s CEO.
