A changing of the guard will take place at Monday’s Yankton City Commission meeting when the three new commissioners-elect are sworn in, and a new mayor is chosen. There will also be several updates on summer construction projects throughout the city. New commissioners Brian Bertsch, Bill Conkling and Dave Spencer will be sworn in during Monday’s meeting, followed by the commission choosing the new mayor.

Missouri River upper basin runoff is expected to be lower than normal this spring, according to officials with the U.S. Army Corps of Engineers (USACE) Missouri River Basin Water Management Division Chief John Remus. He was joined by others from the USACE and the National Weather Service (NWS) during a monthly webinar Thursday to give an update on runoff conditions, expected weather and flood probabilities.

What started out as an end-of-summer arts and entertainment festival at the river in Yankton 42 years ago has turned into a major, regional art and music festival that can draw upwards of 80,000 visitors or more each August. Many things have changed over those 42 years, but there have been a few mainstays that have been a part of the celebration since its inception. One of those fixtures has been performances by Judi’s Dance Studio.

It’s been a busy week for Yankton city government. City commissioners met Wednesday for a day-long strategic planning meeting on the campus of Mount Marty University. It came on the heels of a regular City Commission meeting Monday and a comprehensive planning open house Tuesday. For context, the comprehensive plan is a vision for the community over approximately the next 20 years. The last one was completed in 2003.
