Going public has long been a startup’s ultimate milestone. But fewer are ringing the bell these days. The last Chicago startup to go public was Tempus AI, a gene-testing and analytics company launched by serial entrepreneur Eric Lefkofsky. Tempus went public last year, along with UL Solutions, a 130-year-old company. There were no Chicago IPOs in 2023.

Energize Capital, a Chicago-based investor in climate technology, raised a $430 million third fund. The firm was co-founded in 2016 by renewable-energy entrepreneur Michael Polsky and counts Walmart heir Lukas Walton’s Chicago-based investment vehicle Builders Vision among its investors. The fund is 30% bigger than Energize Capital’s last investment pool. The firm took a step up in more than just the amount of money it raised.

Businesses escaped a pile of new taxes and fees by the time legislators left Springfield on Sunday after passing a new $55 billion state budget, including potential levies on Uber and Lyft rides, deliveries of food and merchandise, and digital advertising. The new taxes and fees were narrowly avoided, in some instances being pulled at the last minute or not being called for a vote. Normally the end of the legislative session brings the relief of finality.

After adding incentives aimed at attracting new manufacturers in recent years, state legislators approved new tax credits to help existing companies. Legislation passed over the weekend allows the Illinois Department of Commerce & Economic Opportunity to offer a tax credit of 3% to 7% for manufacturers who invest at least $10 million in upgrading or expanding their facilities.
