    SWEENY — Animal Control Officer Rodger Larsen worked seven days a week to manage the city’s animal shelter, going to the site three times a day. The shelter houses at least eight dogs outside in a wire-fenced cage about 5 by 6 feet with space for a couple of cats inside. The fence exposes the dogs to the elements and disease, leaving animals without air conditioning during the summer months and three portable heaters providing warmth on cold days.
