Editors and reporters follow style. No, not the old "Don't wear white after Labor Day" type of fashion advice. Writing style. The census is lowercase, unless it's used as part of the formal U.S. Census Bureau. Don't write that someone is an accused murderer. And better to use representative than congressman or congresswoman. Those are just a few examples.
