In 2016, only three kids were charged with homicide in Philly. By 2024, The Trace’s Mensah M. Dean reports, that figure had ballooned to 26 — a nearly ninefold increase that marked four straight years of double-digit teen arrests for homicide.

CHICAGO — Four years ago, Kam Buckner, a Democratic state representative in Illinois, introduced a bill that would give the families of homicide victims a chance for closure by letting them petition police departments to reopen unresolved cases. The measure stalled, but each session, Buckner reintroduced it, regularly updating the bill.
