CLEVELAND — At an abandoned landfill on the edge of this city’s Slavic Village neighborhood, dust accumulates on parked cars and the frames of weathered houses. The contents of the landfill remain a mystery, and a few years ago, inspectors installed methane detectors in nearby basements to warn about explosive gases. Sierra Brown is one of about 1,000 residents living within a half mile of the landfill. Her children are often sick, which she blames on the 100-acre site.
