    The City Council Rules Committee voted Monday night to require a two-thirds vote to name an acting mayor. The measure was sought by Ald. Parielle Davis (7th), as the council committee discussed a revamp of its rules. Evanston hasn’t had an acting mayor since Mayor John Emery resigned in 1970 for health reasons.

    The Evanston City Council Rules Committee rejected Monday night a rule change that would — on some rare occasions — let the mayor rescue an ordinance from defeat. Under current council rules, if two members are absent and the vote for an ordinance is 4-3 in favor, the ordinance is rejected because it fails to get the absolute majority of the nine member council required to adopt an ordinance.
