Who is an expatriate? It’s easy to assume that a U.S. citizen who moves permanently from the U.S. to France would automatically qualify as an expatriate (or expat). But the reality is more complicated. If they don’t relinquish their American citizenship, they technically don’t meet the standard. For U.S. tax purposes, they are not considered an expat.

Evanston police reportedly spotted a man who had an arrest warrant for burglary on a downtown street corner around 8 a.m. Saturday. Police Cmdr. Ryan Glew says the man walked into the Colectivo Coffee shop at 716 Church St. and police tried to arrest him there. Glew says the suspect resisted and “there was a Taser deployment.”The man then was arrested and transported to the station.

A limestone-clad picnic pavilion — part of upgrade plans for Beck Park — survived budget slicing efforts at Tuesday night’s Evanston City Council meeting. The planned pavilion would be nearly 30 feet wide by 36 feet long with a prefabricated steel structure, a standing seam roof with a 30-year warranty and tapered limestone columns and seating walls as well as electrical lighting, power outlets and picnic tables.
