Mayor Indya Kincannon's proposal includes a carveout for groceries to soften the tax hike. State law says cities can only exempt groceries from sales taxes if the city sales tax rate is lower than the county's. As the Knoxville City Council is poised to send a sales tax increase decision to voters' ballots, a money-saving component of its pitch might become irrelevant.

Knox County is implementing a hiring freeze for several departments under Mayor Glenn Jacobs, county officials confirmed to Knox News. The pause will start July 1 and last until the end of 2025, said Chris Caldwell, the county's chief financial officer and chief of staff to Jacobs. County finance officials discussed the pause during the budget process for fiscal year 2026, which also starts July 1. "We know revenues are slowing," Caldwell told Knox News.

Knoxville voters are poised to weigh in on Mayor Indya Kincannon's half a percent sales tax increase this November, and history shows Knox County might not be too far behind. The Knoxville City Council on June 10 gave its first approval for the proposal, which would increase the city's spending power by 10%. The council will take a procedural final vote June 24. If the boost in sales tax is approved then, state law says Knox County must decide by Aug.

A city sales tax increase is one procedural vote away from appearing on the Nov. 4 ballot after the Knoxville City Council gave its first vote in favor of Mayor Indya Kincannon's proposal on June 10. The 0.5% sales tax increase would boost the city's spending power by nearly 10% and allow it to pave more roads and build more affordable housing while adding sidewalks, greenways and parks. Money also would be used for deferred maintenance on public properties.
