That’s the premise of the new book “Unforgiving Places” by University of Chicago Crime Lab director Jens Ludwig. Ludwig, an economist, talked about that in an interview with the Chicago Sun-Times that has been edited for length and clarity. Three months after he was sentenced to probation for threatening to kill a fellow Chicago police detective, CPD homicide Det. Marco Torres has been charged with harassing a third officer in an attempt to keep her from testifying against him. As he faced charges of assaulting a female detective in 2024, prosecutors at a hearing Wednesday said Torres allegedly called another detective and tried to convince her not to testify in the ongoing case, using a pre-paid “burner” phone.

Tom Wagner was working as a rideshare driver when he got shot during a carjacking on the West Side in 2021. The shooting left a jagged scar across his abdomen where bullets pierced his gallbladder, colon and liver. After three years of calling detectives for updates — including 10 months during which he says he got no response at all — Wagner says he found out last month that the police have formally dropped the investigation of his shooting without an arrest.
