    MADISON, Wis. -- A City of Madison investigation released Tuesday, found the former city clerk violated policy but did not break state law when nearly 200 absentee ballots went uncounted in the November election. Former clerk, Maribeth Witzel-Behl was placed on administrative leave in March ahead of the spring election, she later resigned in April. City Attorney Michael Haas took over as city clerk on an interim basis. The 193 missing ballots were across wards 56, 65 and 68.
