HAMPTON — A Manchester man is being charged with impersonating a police officer after allegedly attempting to arrest a man who was, in fact, an off-duty law enforcement officer. Luke Foster, 24, was arrested Thursday night after approaching a man on Ocean Boulevard near Bicentennial Park, close to the intersection with High Street, according to Hampton Police Chief Alex Reno. Reno said police were notified by the victim, who called to report Foster at 7:33 p.m. Thursday.
