The process of baiting is to use supplemental feed to attract animals into the shooting range. The North Dakota Game and Fish Department bans the method on private lands within a certain distance when chronic wasting disease is detected. This bill will prohibit the department from doing so. Supporters say the department doesn’t have any right to tell landowners what to do on their land.

That decision is now being appealed to the state Supreme Court. The Landowners Association claims it’s unconstitutional for the commission to authorize those projects and right-of-way condemnations.
