The state Health and Human Services Department says the spread is also impacting the Williston Basin School District. Four individuals were identified as having the disease at Williston High School, Williston Middle School and Missouri Ridge Elementary. The passage of House Bill 1176 also caps local governments from increasing property tax levies by more than three percent per year. Sen.     WILLISTON, N.D. (KUMV) - The second phase of construction for the 2nd Avenue West and 26th Street West intersection in Williston will begin later this week. The NDDOT says phase one will wrap up Tuesday, with traffic lights being removed for temporary signals. The department says the intersection will operate as a four-way stop. Phase two consists of shifting traffic onto the east and northbound lanes while working on the west and southbound ones.
