    DICKINSON, N.D. (KFYR) – Dickinson Police arrested a man for pepper spraying officers during a traffic stop Thursday night. Police said an officer conducted a traffic stop and recognized 32-year-old Charle Kramer III, of Dickinson, who had a warrant out for his arrest. The officer said Kramer refused to cooperate, and so he called for backup. Police said when the backup arrived, Kramer pepper sprayed several people including the officers.
