Carmel City Council members are split on the merits of a proposal to cap the number of rental homes in the city and create a registry to track them. The council’s Finance, Utilities and Rules Committee discussed the matter May 12 but did not take a vote on the ordinance, which was introduced last month. The full council will have a final vote after the committee finishes its review. Carmel based much of its ordinance on a similar measure recently approved by the Fishers City Council.

The Zionsville Parks and Recreation Board recently approved a construction bid set of documents for a refresh of historic Lincoln Park. The update includes a fountain, plantings and an updated gathering space at the half-acre parcel in the Village between First and Second streets. “The goal of this project is not to remake the park but just refresh many of the elements that are within and have become tired,” Zionsville Parks Department Superintendent Jarod Logsdon said.

A planned new day care on Kincaid Drive just south of 106th Street is moving forward after the City of Fishers Planned Unit Development Committee voted May 7 to approve architectural and site plans for the approximately 12,500 square-foot facility. The 1.3-acre site for the proposed Kiddie Academy at 10193 Kincaid Dr. is near Lantern Road Elementary School. Besides the building, plans include a 6,250 square-foot outdoor playground and a parking lot, with landscaping and sidewalks.
